[asterisk-r2] DTMF-R2 Venezuela E1 using OpenR2

Greetings Alfonso,

Asterisk 1.8.X doesn't support DTMF-R2 according to Moises in this post 
<http://lists.digium.com/pipermail/asterisk-r2/2012-May/002555.html>. I 
recommend an update to Asterisk 11.
