[asterisk-r2] OpenR2 1.3.0 released

I'd not know how to name it, I am not even sure how DTMF R2 variants are
named, I just implemented a simple DTMF R2 variant for a customer in Chile.

If someone has interest in sponsoring the implementation of any other DTMF
R2 variant they can contact me off-list.
