[asterisk-r2] What this mean?

Hi to all, I hope you can help me.

 

I have this scenario, Asterisk + OpenR2 + chan_dahdi with Digium Card with 2
E1 only one configured.

 

Alarms are OK, and "mfcr2 show channels" shows the correct output and "dahdi
show channels" show the expected output, but not receiving incoming or
outgoing calls, 

In outgoing I receive Busy/Congested.

In incoming I receive the following:

If I understand, the message is that the far end (Telco) change the bits to
0x08 and then the call end.

 

Can it be asterisk configuration or telco problem?
