Can you give more details, please? How do you know that it is doing the hardware check (instead of what it is reporting that it is doing), and why does it matter?  Is it looping or freezing?  Have you checked all your permissions? 

chown asterisk:asterisk /etc/asterisk/*
chmod 644 /etc/asterisk/*
chown asterisk:asterisk -R $PATH_TO/static-http
