[asterisk-gui] Checking write permission for gui folder

I can verify this.  Bug still exists (i.e.
ASTGUI.systemCmdWithOutput() does not work), even if manager.conf user
has originate privileges.  If I bypass the call to
ASTGUI.systemCmdWithOutput(), I can get the GUI to load.
