[Asterisk-doc] Is it time to start thinking about a cookbook?

Folks,

I want to start a discussion about what would be involved to get a
cookbook going.

~~~ Challenges/needs/opportunities ~~~

- We don't need another Wiki
- We need to have simple, useful recipes that have been tested
- Recipe contributors will need to transfer copyright
- We need a review process to decide what goes and what stays
- We will need a team of people who will edit and test the recipes, as
well as oversee the layout

I think there's an interest in this, and we've been seeing a lot of
recipe-like contributions to this project. I'd just like to start a
discussion and see what we can come up with.
