That question predates my involvement in the project. I can only guess it's
because the default values can be changed as a result of how Asterisk is
built, so if it wasn't a template then the user expectation would be
confusing because it would override what the user actually built Asterisk
to do by default. The file could be potentially generated at build time,
but noone has done that or changed it otherwise.
