Generally yes, it's something that has been found in an rc or should block an upcoming rc. What exactly constitutes a regression is complicated though - in this case FreeBSD is not a platform that we really support. We accept contributions and changes which help to make Asterisk work there but we don't test on it and can end up accidentally breaking it.
