As of today, Asterisk itself does not allow *Native* PLC, see <https://issues.asterisk.org/jira/browse/ASTERISK-25629>. No *Dynamic* FEC either, because a codec module has no access to the remote RTCP statistics. Somebody has to code that, see <https://github.com/seanbright/asterisk-opus/issues/25>
