Just to note for completeness, when adding a new feature (in particular one that affects RealTime), the following should be considered:
* Where do I need to document the feature? (In this case: CHANGES, queuerules.conf.sample, extconfig.conf.sample)
* Does the new feature change behaviour? (In this case: yes, as a queue rule can no longer be named "general". Note that in the UPGRADE.txt. Also, we now have a new schema to keep track of. Note that in the UPGRADE.txt file.)
* Since this is a RealTime feature, how will DB Admins know what the schema should be? (In this case: add an upgrade script to Alembic. The schema for this table is not intuitive: time, max_penalty, and min_penalty are all interpreted as Strings (in particular, the penalty columns must be)).

Writing the implementation for a feature is merely the first step. In the future, we'll ask that the author perform these steps; given the tight time constraints in getting the 13 beta out the door, I'll handle the issues noted above.
