I just submitted a patch at
https://issues.asterisk.org/jira/browse/ASTERISK-19983.

Briefly, I introduced a notion of language to a conference, like Meetme
does.
That language will be used by the internal playback.
You can set it with:
exten => s,n,Set(CONFBRIDGE(bridge,language)=fr)
