Extending on what Jonathan just said - if you create a [default] parking lot, you'll define the extensions you want for the on ramps to parking - at which point, you've changed the 'default' parking lot. There won't be a '700' at that point - it will still be the 'default' parking lot, but it will have whatever extensions you've defined.
So you can override it - and there really isn't any other way to make that any more configurable.
