I think you'd need to evaluate each on a case by case basis. I'd
recommend the following:

* When you encounter a module that behaves in a fashion that seems
counter intuitive to you, open an issue in the ASTERISK issue tracker as
an Improvement (if it's reasonably functional) or Bug (if the
functionality is flat out broken).
* Write a patch against either trunk (improvement) or 1.8 (bug). Attach
it to the issue.
* Post said patch to Review Board for peer review.
* When reviewed, commit said patch.
* Profit :-)
