Digium uses an internal project for internal resource tracking of developers when they are working on issues in the ASTERISK project. Part of that process is to clone and move the ASTERISK project to the internal project. The cloning process creates a temporary issue in the ASTERISK project, which is why trying to link on it took you to the private, internal tracking issue.
Note that all work is done on the public issue.
