[asterisk-dev] re-enable user configurable pritimers

libpri rev 138, OCT 2004 introduced user configurable timers. refer mantis
bug 2518.
 
At some stage these have become unconfigurable.
 
I have opened a new mantis bug https://issues.asterisk.org/view.php?id=16909
(perhaps should have reopened 2518)
 
Please advise if this is not the right way to go, or if there is a valid
reason it was disabled.
