Are there any plans to support E&M Type V in Asterisk?

I have a provider who will only use E&M Type V which sends 1's on idle and 0's on off-hook (the reverse of the Asterisk E&M implementation).

The closest I have gotten is to use CAS signaling in zaptel.conf and set the idle bits to 1111, but there is no matching signaling in Zapata.conf.
