You are mistaken. The port that Asterisk sends *to* is defined by the
other endpoint when it sends us SIP/SDP signaling. The configuration in
udptl.conf has nothing at all to do with this, it controls the ports
that Asterisk will choose to *receive* UDPTL traffic.
