[asterisk-dev] Asterisk 1.6.1 branch and deprecated "call-limit" setting in sip.conf / device state / hints

I also have the issue that call-limit was a lot more useful for limiting
some things than GROUP and GROUP_COUNT is as it prevented the calls from
getting as far as hitting the dialplan, on high volume servers this was a
few extra steps that didn't need to be wasted.
