You are not listening.  It is not the protocol - it is your choice of an 
analog FXS port.  Analog FXS is NOT ISDN (that is digital).  A DECT base 
with an RJ11 port is ANALOG, not DIGITAL.  An ANALOG FXS PORT supports one 
call at a time, period.  It is quite insulting to continue to point people 
on _this_ list to read the DECT protocol spec, which has absolutely 
nothing to do with your problem (which doesn't belong on this list 
anyway).

You were told (and given links to) a DECT base that will handle SIP 
directly and not require an ATA device.  This base will do what you want. 
The base you have WILL NOT.
