Yup, www.voiceage.com handle the licensing.

$6,500 with fees of
volume		decoder	encoder	codec
1 to 100,000	$0.50 	$0.99 	$0.99
with min fee of $10,000

That's for "concurrent" use (i.e. in a VoIP g/w).

The AMR decoder is free for "personal computer products".
