[asterisk-dev] ztscan checks __ZT_SIG_DACS for a digital span

Hi

I noticed that the test ztscan uses to see if a span is digital is if it
is capable if __ZT_SIG_DACS . At the moment our drivers don't have that.

However, I wonder if there's not a better and more direct check. I don't
think that the BRI module should even have that capability.
