Most of the times when a question is basic or elementary, your question belongs on the asterisk-users mailing list.

The development list is for development of the asterisk application itself, not the development of external apps that use asterisk.

Think of it like this, why would a person who just picks up a phone care to subscribe to a mailing list about how to use the phone. You as the administrator of the application controlling that phone would be interested in how to use asterisk. But this list is for developing the software that you are using.
