Is there a particular reason that this feature is not persistent
across asterisk daemon restarts?

Could the data not be place in the AstDB like SIP registrations
for example?

e.g. after a stop/start of the asterisk daemon the phones don't get
any updates anymore until they resend the respective subscription
command again, which for some phones needs a restart.
