[asterisk-dev] environment passed to subdirs while building asterisk ?

I am encountering problems building the stuff in utils/ on
FreeBSD, because the code requires some non-default libraries.
However these libraries are properly detected by configure, and
the code in main/ and MOD_SUBDIRS with the same requirements
builds fine because the build environment receives
AST_LIBS="$(AST_LIBS)" , which is missing for $(OTHER_SUBDIRS).

Is there a reason for the difference, or it is just a bug ?
As a matter of fact, why the two build environments are different ?
