This is a Linux issue not an asterisk issue and defiantly NOT a -dev
issue.
Please try an applicable mailing list.
A few suggestions:
Install a different distro, make sure you pick the stock SMP kernel to
test it.
Call Compaq/HP
Run Diagnostics on Server.
Not a suggestion but a request.
Do not answer / reply to this post and have it continue as a thread.
This list is very specific as to the scope of its use and this is WAY
outside that scope....

We have Compaq Proliant DL580 server with 4 processors. The Asterisk we
have on this system is Asterisk 1.2.13.
This OS we have is Linux with Kernel 2.6.9 and SMP configured.
System can see that were 4 processors, but only one CPU has been used:
