The packetization feature does have issues with
SpeeX, but wouldn't it be better to leave the
values in main/frame.c and not setup a smoother
is SpeeX is used in main/rtp.c?

I submitted just such a patch months ago.

Also if SpeeX is configured to do CBR, the smoother
does work.  It only falls over if at least one leg
of the call is set to use VBR.
