Haven't looked in the code actually, but as your question is not exactly about
dtmfmode (which may differ) from my experience most of the values in the
global section are not reset to default if they are missing on reload (for the
global variables for example there is a specific option to achieve this) and
to make sure it is reset to the default one i would set it explicitly to
rfc2833 before removing the line.
