No, that is not at all what I said. What I said is that in 1.4 it will be possible for an endpoint (like a SIP phone) to actually be told that the other endpoint has placed it on hold, if you wish to configure it that way.
There are already Hold/Unhold events in the manager interface when channels go on and off hold.
