There is still the bug that was introduced between 1.2.10 and 1.2.11,
described in bugs #7887 and #7803. It really ought to be fixed before
releasing 1.2.12, IMHO. It's not a difficult fix - just remove the
early exit from set_format() that was added, until a more accurate
test condition can be determined.

(unfortunately, while writing the above, I've just noticed that 1.2.12
is now already out, with this bug still outstanding)
