if you check out svn branch-1.2 < the current release of asterisk for
general consumption the build instructions are correct. However if you
checkout the development branch , trunk, which is currently not
supported and not recommended for production use then they are wrong.
when 1.4 becomes the current release branch the instructions will be
updated.
