You can try this:

DEVICE <->  ASTERISK FXS PORT <-> ASTERISK <-> ASTERISK FXS PORT <->
MODEM <-> termnetd+ttyd <-> ASTERISK <-> MODEM <-> PSTN

Use Asterisk to grab the number that was dialed and then have the modem
at the far end dial the number that needs to be dialed and connect with
the 'Bank' over the PSTN then using termnetd+ttyd from the termpkg
package, 'bridge' both modems together.

The device at the store is talking to a modem and the Bank is talking to
a modem, you are only passing Data over the network.
