[Asterisk-Dev] Audio format woes (ChanSpy)

I'm attempting to make app_chanspy.c a little less spartan in its recording
options: http://bugs.digium.com/view.php?id=6139

I'm open to suggestions for improvement. I'd love to be able to standardize
on the wav49 format for everything.

Oh, and by the way, I'm assuming the rate, bit width etc. of the raw file
are set in stone. So far it's working.
