[asterisk-dev] more dynamic zaptel

Hi

As it happens, adding and removing Zaptel hardware does not require
shutting down the system and adding/removing a PCI card. Thus I'd like
to be able to add/remove zaptel channels on the fly.

A quick scan of chan_zap shows that channels are now only created at
startup. What would it take to add operations for:

1. explicitly add a zaptel channel
2. explicitly remove a zaptel channel

Is a span a better object for such actions or does chan_zap
(mainly/exclusivly) deals with channels?
