i believe the functionality is covered by the following standards:

Call Completion to Busy Subscriber
ECMA 185/186, ETS300 365/366, IS 13866 / 13870

Call Completion on No Reply
ECMA 185/186, ETS300 365/366, IS 13866 / 13870

they're also called callback when free and callback when next used.
