I'm not sure the outbound calling situation is the same as the one we 
have discussed with SS7.

If the box(es) that are handling the 'real' D channels are distributing 
Q.931 messages among all the boxes with B channels, then any box can 
initiate an outbound call on one of the B channels that it controls. 
There is certainly a concern if one of those boxes tries to initiate a 
call and the switch on the other side decides to use a B channel that 
the originating box does not manage... but we may be able to avoid that 
situation.
