What system is it? Are you using udev, devfs or none of the above?

If the system uses kernel 2.6: do you see /sys/class/zaptel/zapNNN for
a NNN > 255 ?

The relevan udev rule I have on my system is:

  KERNEL=="zap[0-9]*",               NAME="zap/%n"
