This change was made when the VPM450M (part of the TE407P/TE412P cards) was released, because it's hardware DTMF detector is not yet usable. Unfortunately this also turned off hardware DTMF detection for the older VPM400M (TE406P/TE411P) cards. You can safely turn it back on for your system.
