Well, this is really up for discussion and we need to make this very  
clear
and possibly check all places where AST_CONTROL_HOLD messages are
sent.

When should a channel driver send AST_CONTROL_HOLD to the other side?

What should we do if we receive AST_CONTROL_HOLD?

If you compare channels and res/res_features.c this is not very clear.
