He has a Squid proxy between him and the Internet, and it did not know
how to support the WebDAV methods that Subversion uses. The simple fix
was to use port 8080 on svn.digium.com instead, since that bypasses his
proxy; he also found some instructions on how to configure Squid to
support the extra methods.
