After a patch is applied, you make sure it builds ;), and then run 'cvs
commit'.

As for your original suggestion, I don't know an easy way to have that
generated unless someone wanted to write something that would monitor
the cvs mailing list and grab the commit note if it was for the
v1-0/v1-2 branch.
