Yes, that's an old version of the patch. The current version of the 
patch hooks into the transport layer of eXosip and replaces it with 
calls to a separate library implementing a SIP transport layer with 
support for UDP, TCP and TLS. The patch/transport library isn't included 
in the 0.1 alpha release of chan_exosip since some threading issues have 
to be resolved.

Not currently, but I'm thinking of implementing a dial plan function 
that can provide that kind of information.
