[Asterisk-Dev] Looking for suggestion on Asterisk Development

 1) No IDE. The toolset of choice for most is valgrind. GDB comes in a very
close second.
  2) You can use any language you'd like for AGI integration. Beyond the
java and php you've named already, I know there a bunch of efforts based on
PERL as well.
