Kernel modules are not supposed to have access to userspace. Userspace
includes config files. ztcfg is a userspace tool to bridge the gap
between the kernel module and the userspace config files.

This would be why there is a problem configuring the spans.

Also it is nice to not special case certain hardware that otherwise
conforms to a API nicely.
