[Asterisk-Dev] Asterisk EMS development

I am interested in participating in the development of a web based EMS
(element network management system) for the Asterisk system.  I envision a
web based application based on Tomcat/Struts (could be on the same Linux *
server), with the model layer making high level calls to provision, and
retrieve alarms/performance data from Asterisk.  Please, advise me if
something like this is already under development.  If not, what would it
take to start such a project?
