That's correct, and it was the reason for this change. I had hoped to 
have seen some discussion of this issue in the bug in Mantis, but nobody 
jumped in so I figured it was safe to proceed :-)

Jeffrey: If you can come up with a patch to incorporate both the last 
checkout/update date (as stamped by 'make update' only) and the build 
date, I think that would satisfy everyone's needs.
