Well, it wasn't really a "checkout" date.  It was the date of the first
make after a "cvs co" or a "make update".  If, like me, you didn't use
"make update" and instead ran "cvs up -dP" manually, the "checkout" date
would increasingly become meaningless.  Plus it didn't include timezone
information.
