Not quite. asterisk-addons contains code that cannot be linked to the 
Digium commercially licensed code without obtaining extra 
permissions/licenses/etc. from the other code vendors. That is, for 
example, why all the MySQL related modules are over there, since they 
cannot be used with a commercially licensed product without obtaining a 
commercial MySQL license.

I believe (although I could be wrong) that all the code in 
asterisk-addons is still disclaimed under the normal processes.
