According to ITU-T E.180 Supplement 2 that definition is CONGESTION..

Try loadmod your TDM card with the parameter OPERMODE=SPAIN and use
"loadzone = es" and "defaultzone = es" in your zaptel.conf and see if that
clears your problem.
