As a contractor, I don't really care what someone wants to use the code 
for, nor am I qualified to advise how they choose to license the 
intellectual property.

However, if anyone genuinely wants to pay for this G.723.1 to work with 
Asterisk, understanding that they may also have to pay license fees, and 
if they are happy for me to contribute the results to the open source 
community (as I have done with the G.729 example code), please feel free 
to contact me at this email address. 

I estimate it involves about half a days work for me, and I can have it 
ready early next week.  I accept all major credit cards.
