I have only recently started reading the app_queue code, but I could see 
how this could happen; the channel that app_queue creates to connect to 
the agent stays alive during the transfer, it just has its other end 
connected to a different endpoint. As far as app_queue is concerned, the 
agent is still busy, because it has no idea that any transfer has taken 
place.
